In general, Japanese educational system has segregated non handicapped children with handicapped children since The Meiji Era. Nowadays integration in education is a more common phenomenon not only in Japan, but in the entire world. Terakoya was a school system for non-Samurai people in The Tokugawa Period. In The Terakoya some handicapped children such as the blind, deaf, mentally retarded, crippled and those with language deficiencies had a chance to learn with non handicapped children. Some findings from the study are as follows: there are two streams in special educational needs. One is the work by the institutions such as Takinogawa Gakuen and others. The other one is special classes by various schools.
