"本稿の目的は、福島県商工会連合会が2016年に実施した避難指示区域内の商工事業者に対する質問紙調査のデータを用いて、福島第一原発事故により被災した区域内の事業者、そのなかでも再開した事業者の事業実態と課題について明らかにすることである。分析の結果、(1)事業を再開できていても震災前の営業利益を回復している事業者は少なく、また営業利益を回復できていたとしても事業所の将来展望を見いだせていないこと、(2)再開した事業所の6割は避難先で事業を再開しているが、住民帰還が進まないなかで商業環境が整わず、そのため帰還し事業を再開することが難しいこと、加えて(3)避難した事業者自体が避難先で生活再建している場合、帰還して再開することが難しいことが明らかになった。復興事業は建設業を中心として被災事業所の再開に寄与しているが、そこにも限界がある。長期にわたる復興プロセスのなかで、賠償を含めた支援策による事業者支援のしくみを通じて被災地の再生を進めていく必要がある。",
